let me get this straight..your asking a bunch of Americans if a Syrian living in the UAE needs a visa to get to Turkey?...I have no idea the answer to your question, but it was at least interesting...Istanbul is beautiful, by the way...Death to Assad!

Like any citizens , process your visa in your own country and since Istanbul, turkey is not an enemy country of Syria, you could easily enter that counry.

I do not think you need visa.
I have travelled there myself 2 times and got visa for 20EURO directly in the airport

Not sure I understand, but if you have a travel company, anywhere, you should learn the who, what, when, and where and how much of passports.
