Since the 1960's I personally have been aware of various situations of starving peoples. I believe it mainly the greed and aims of the governments of those countries or surrounding countries which are at fault. When we wanted to get food to the Hmon people of Thailand, going through the government was a sure way to make sure it didn't get there. In Africa, America and Europe sent shipload after shipload of food and medical supplies to help and they either sat on the docks and the food rotted while corrupt officials tried to get under the table money out of the giving nations for the "privilege" of helping, or else the food and supplies went to the military of those countries. More recently, while North Korea was under embargo, many nations were giving food to help keep the people from starving. It didn't work. China sent those who tried to escape over the border back to N. K. The food went to keep the military healthy and fighting fit and the resources saved from the gifts of the world were used to build the nuclear bomb. So, after having said all that, perhaps to some extent we all have to consider--giving doesn't always help as we think and hope it will, and it can be abused by those we have no control over.
Greath ethical dilemma, eh!

It is the starving peoples fault. What would you do if you were starving? Lay there and wait to die or do something about it? Africa: yes they have horrible govt, well the people should rise up and over throw it. Yes the land is not very well suited to agriculture, I think I would move! If I could not afford to feed myself I wouldn't create more mouths to feed. Examples from history are rife with examples of starving peoples rising up and overthrowing govt or moving to new lands (even if force is needed). There is no reason why it cannot be done today as well.
An alternate take would be that it is the fault of the bleeding hearted people who send temporary relief (so they can feel good about themselves) instead of long term education and development that would help solve the problem instead of the symptom.

I really dont know who is at fault. But you stop and think about it most of the people in the world that are straving is the result of war or famine. So I guess you could say that the government is at fault because if there was not a power struggle then there would not be war. I think that the people were trying to make a life for themselves, but then they had to be put in refregee camps. So the government should take more responsibility and make the sisutation better for everyone.

It's the fault of governments that are either corrupt, have just plain bad policies, or use food as a weapon. There's no excuse for anyone to starve anywhere in the world; there are huge surpluses of food and people who are willing to donate, transport it and then distribute it in the case of famine, war, etc. However if you take a country like Sudan, the government is quite pleased that some of their citizens are starving. If you take a country like the PDRK, their pride/secrecy means they don't let the NGOs in to even see what the situation is.

Everyone's fault. People do not realize how cheap it is to feed a person. We're talking about feeding on the basis of mere survival, not feeding to taste world class cuisine. People have so many choices and so many complaints about food and what type of meat they're going to eat that some do not realize that some people only eat meat on rare occassions or never at all, not because of religious beliefs, but because they can not afford it. Rice, a staple in many cultures is used to satisfy the appetite of starving and hungry people, but in American culture, I've seen people order Chinese food and not even touch the rice. That just shows how wasteful and how ignorant we are about the starving people around the world.

it's the people that are starving own fault.In the USA you have free education, if you take advantage of that you can become educated and learn how to take care of your self. If you chose to have government programs take care of you and your family members for generations then you deserve to be poor and not have the pleasures of the hard working ,tax paying people that have made an effort to get off their lazy butts and get up and do something for themselves. Remember what pres. JFK said
"Ask not what your country can do for you!but What can I do for my country"

Let's face it, we are the problem.
With 2 days of the money used in armies in the world we can feed 15 million children. But are we doing anything about it?
Every day we go to war millions of people die around the world.

Well when they die their essence will pool eventually with the rest of the oil like the rest of us.
It's our inheritance, our legacy, us, the oil thats being squandered and taken from us, we the people of the earth the tenders of the garden, it's our oil, equally, every man woman and child should get an equal share, our share of our ancestors and the gardens they tended.
But it's taken from us so people can't afford to eat so crime for food goes up so someone puts our inheritance in the gas tanks of tanks and uses them to raise our health care and funeral costs leaving very little but fears and tears for the hungry.

Starvation in Africa, for example is caused by the infertile soil. In those desert lands nothing can grow, so people cannot really rely on agriculture.
