Just drag and drop it from the start menu to your desktop

Programs
Find Internet Explorer
right-click it
"create shortcut"
indicate to put the shortcut on the desktop, or, if it goes to the bottom of the list, drag it to the desktop. Be sure you are dragging the shortcut with the little arrow and not the program.
