First off change your attitude about wanting a hot boyfriend. Hot boyfriends are usually jerk boyfriends.
AS for looks, learn how to apply makeup properly.
grow your hair out long and get a good style cut.
All guys like long hair.
tweeze your eyebrows with the correct angles.
This information can be found in books or magazines.
You probably dont consider yourself hot because you probably have a plain personality. CHange your personality and the rest will come.
Be interested in being beautiful because you enjoy the process, not because you want some hot dude. Its not about him its about you.
Look closer to your surroundings and the most beautiful women have plain looking men/boyfriends/husbands, because they are great people.

First thing you can do when looking for a man is get some depth. Superficiality is a turn off to almost anyone. What you should look for in a guy is someone that you connect with, share common interests with, etc. If said guy happens to be hot then great. If he doesn't, then that's fine. Would you rather date a hot guy you didn't really like just for his looks or a guy you got along with really well that wasn't as physically attractive? Second, you need some self-esteem. Obtaining a positive self-image and carrying yourself with confidence will change how others see you. Part of building that self-esteem involves letting go of the concept of self-worth=physical appearance. You can change your looks, but if you don't have a good personality then the men you'd attract wouldn't stick around long. Personality truly is the key to a long-term, successful relationship. Being shallow won't get you anywhere in life.

Be yourself. What you are is far more important than what you look like. Appearance doesn't matter. I'm sure your friends think you're pretty. I'm sure you've had at least one present in a small insignificant parcel that was really great when you opened it.
A lot of the 'hot' boys are so full of themselves they can't form a real relationship with anyone else. That's alright for the 'hot' girls who love themselves enough for both partners. The best, strongest relationships are formed through friendship based on personality never on appearance. And true friendship is the best way to start any relationship.
You are far more likely to attract a genuine gentleman - MR Right - by being yourself and being honest and sincere than by trying to be what you are not.

im a girl. dude, first thing is a positive self esteem. guys will think you are a waste of time. I like blackeyeliner around my eyes. It makeyour eyes all cattish and stuff. don't be ike girls from the school. have a style. don't be boring- a tshirt and jeans is ok as long as it is interesting, but add some bracelets or necklaces. choose an item like a bracelet to wear alot to symbolize yourself. good luck, find a guy who isn't all for the looks or status or whatever.

Well first it is not all about looks, cause what if you found this guy that is so great and nice but he isnt that cute and he is a little bit of a dork. And most of the cute guys are jerks and dont treat you well!!!!!! I think I would rather take the dorky nice and pass on the jerk!!!!!
