FDR himself knew he was creating a monster but had to do something since he was too inept to end the depression. But he had always been under the impression that entitlements were wrong and his welfare programs would eventually end when properity returned to the US. His biggest mistake (besides allowing the depression to last so long) was not putting sunset provisions on his welfare assistance programs to prevent them from becoming the nightmare of entitlements.

I am not certain that the founding Fathers would be in favor of Welfare or Social Security as these require a very strong central government. It took an amendment to the Constitution for the federal government to even collect income taxes. However, I do believe that the Supreme Court has ruled that Congress is well within their power to provide programs like Welfare or Social Security.

1) We don't have a welfare state.

2) The "economy" was very different in 1787.

3) Even with all the attendant problems, I'd rather be alive in 2007 than in 1787!!
