Tough question, but I think I'll have to go with the Pink Panther movies. By this I mean the ones with Peter Sellers not Steve Martin's version.
As Inspector Clouseau Sellers brings down the house - I can't help laughing everytime he talks. He pronounces "monkey" like "minkey" and jumbles the entire English language with an overly extravagant French accent.
Will Ferrell's stuff is funny, but he's got nothing on Sellers and the Pink Panther movies.

Stir Crazy, Young Frankenstein, Mrs. Doubtfire, The Naked Gun Movies, National Lampoons Christmas Vacation, National Lampoons Vacation, White Chicks was actually really funny Im usually not into those kind of movies but it was good.

There were many. Harlem Nights, Clerks, Slapshot, Waiting, Harold & Kumar, Animal House, the part in Anchorman when the dog gets kicked off the bridge, Jackass part 2 when the guy rang the doorbell and got punched in the face by that rubber bag, etc....
Each of these movies had parts in it that made me laugh like that.
