Nope. In true Elder Scrolls traidition, you play the game offline by yourself. The only online functionality it has involves downloading extra areas, quests, and items.

No online gaming as such, but there's downloadable content for it.
If you're looking for an Oblivion-esque experience online you should try Everquest 2.
