Like some of the others said above, try the Motrin and a washcloth that's been put in the freezer. Also, my son's pediatrician said not to use Orajel because it actually slows the teething process, making it last longer than needs be. Instead, he told me to rub Infant Tylenol or Motrin on the gums and then give the smallest dose of either to my son. I found that the Motrin worked the best. Good luck, it's tough, but you and she will get through it!

Try the Infant Motrin.
I have a bottle of each in my house because the ER Nurse at children's hospital told me that Tylenol kills one kind of pain and fevers, while Motrin kills other types of pain and fevers.
Once when my son was REALLY sick they told me to give him the correct dosage of BOTH Tylenol & Motrin medications at the same time.
However, in this instance you should try just the Motrin and see how it goes.
By the way, KUDOS for using pain medication to ease your childs comfort, my friend is going the "natural / drug free" route where her childs teething is concerned.

Have you ever tried teething tablets. I found those worked better on my little girl and she's 19 months and those worked great for her.
But if it doesn't work they do have a teething toy that you can put fruits and ice cubs or freeze some fruit juice in an ice tray and put them in it. We even used that for her because if was so cold and it helped her with the pain. their shaped like Popsicle's and you can find them at any store that has baby stuff.

if there is any inflammation, something like children's motrin or advil might work better than the tylenol, since ibuprophen is an anti-inflammatory. (no aspirin!) you can also alternate tylenol and ibuprophen...call your pharmacist or doctor for dosages. i personally don't like orajel...it scares me. when i tried it in my own mouth once, i drooled like crazy and my throat felt numb. other ideas...alternating cold and warm wash clothes/compresses on her cheeks where the teeth are coming in, or by using homeopathic remedies...those can be found here:

Pop a wet washcloth in the freezer. Once it freezes, give it to your daughter to chew on!

Give her a cold washcloth to chew on. Hyland's teething tabs work well, too.
