Chicago is freezing this time of year, not just pretty cold. You
need to bring extremely warm clothing, and a sturdy umbrella.
You will need heavily insulated boots...they have cute ones now,
but make sure there's enough traction on the bottoms so you
won't slip on the icy streets. A snug, head fitting warm hat
that covers your ears is a good idea along with leggings
you can wear under your skirts or jeans. I'd take a long,
black microfiber insulated coat that you could wear day
and night, some fur-lined boots, and a hand warmer...you
can always bring along a dress and heels and change
into them when you get inside where it's warm. Brrrrrrr.

Well midwestern ladies love heels too and we wear soles with rubber soles that have heels-think clunky boots! Timberlands are pretty popular and they come in pink for the girliest of girls. Most midwestern states presume that if you wear heels you take the risk of a fall & slip. Homeowners and businesses are usually held responsible for clearing snowfall after so much has fallen and they have up to 24 hours to remove it depending on the community. A safe alternate too are the rubber sole pads that keep you from sliding on a slippery wood floor.
On another note, snow usually means salt or sand both of which can be a disasterous foe to your favorite pair of mules
I hope this helps!

Forget trying to look "cute" or cool.... It's too COLD to be COOL. Just worry about staying warm. You can look cute when you get there. I see women standing on the bus stops in the winter with short coast, skirts, open toed shoes with stockings, thin gloves and no hat because they don't want to mess up their hair. I laugh when I see them start to turn blue.
Dress to stay warm. Everyone here knows what's going on, so they're not concerned with "classy". Boots if it snows, low heeled shoes if it's icy. Gloves, hat, pants (save the skirts).. no one is "comfortable" when they're freezing to death on a bus stop.

Sweaters are popular in the Midwest in winter.
Aside from that, you'll find that most people dress the same year-round, but they wear coats or jackets when they go outside in winter. If you're coming from the South, you'll find it cold--even though most Chicagoans are enjoying one of the warmest winters on record. Wear a heavy coat, and put your fashionable clothes underneath. No one worries about fashion outdoors. When you go inside, you can take off your coat and look your best.

you'll need a heavy coat to keep warm, gloves, scarf and warm boots. never mind the heals. you might fall on your bun. you might want to put extra clothing on. like 2 pair of pants, 2or 3 long sleeve shirts. oh and don't forget about 3 pair of sox. you want to stay warm. have fun. try not to slip and slide.
