He {I assume} is walking a fine line between breaking the law and also breaking the code of expectation and professionalism that exists amongst all teachers. He is in a position of trust with people's children (including you). It doesn't matter if you are 18 and he is only 25 or so - The position of power and influence he has over his students makes it completely inappropriate for him to flirt with you . If you are attracted to him DO NOT ACT ON IT! Find someone your own age - you will compromise your study and your relationships with your friends (as these things usually happen in secret)if you take it further.
It might seem romantic but it is a form of abuse.If you feel as if he is behaving inappropriately report him!

College or High School? If College and he's cute, flirt back. If High School, you need to take this to the principle immediately.

Flirt right back. Put the thought in his head that maybe he'll get some (even if he won't). Play it for all it's worth. Maybe he'll cut you a break on a grade. Maybe he'll ask you into his office ...

If you are in High school then go to the principle and police. If you are in college and 18+ You can switch classes. Don't let him go any further!
