Not if it is a proper office. The manager acts as the interface between his/her subordinates and upper management. He/she insures that upper management's agenda is met. He/she is responsible for seeing that the required work is accomplished, that employee problems are dealt with properly, and when necessary has the sometimes onerous duty of terminating an employee. Along with this authority comes the responsibility for the actions of the employees under him/her. When they screw up, the manager takes the heat. More than just a secretary.

I volunteer at my mom's job, and the office manager there deals with a lot of finances, and billing. The office manager also goes to big city meetings, but I'm not sure what that person's role is there.
