I was wanting to put a Hi-Flow Catalytic Converter on my car, and then run a straight pipe from the cat back. Would this be okay? I know it needs to have at least the cat on there, but what about the resonator and the muffler. I'm going for a loud exhaust, and I live in Oklahoma and we don't have the vehicle inspections to pass or anything.

If it is loud you want, yeah, just make sure that the catalytic converter is left intact, and unmolested. But you should know, without some sort of sound modifier, it will sound pretty crappy, sort of like you removed the muffler. Check into at least some sort of high flow muffler for sound to beat around in to make it sound a little classier.

keep you money to purchase a real Mitsubishi, A GST or GSX quick with a production facility made Mitsubishi motor instead of that POS Neon 420a motor you're messing with. in case you want to make investments in it, replace the top gasket with the generating facility changed metallic gasket so that you do not leak oil.

There are still noise ordinances everywhere, if you want to go this route change the cat, but then add like a glass pack to help keep the noise down to legal limit. Your local state police should be able to help you test it to make sure its legal.
