well, they should start teaching from a very young age. They should make sure thye practice good driving habits when kids are in the car. People generally learn best by watching.

They should start hands on training when theyre responsible enough to do so. some kids thats 14, some its 18. If your kid is responsible enough and realizes the risks of it and such, you should take them out to a parking lot and get them familiar with driving a car.

also, i highly, HIGHLY suggest bringing a young driver to a race or autocross school in which they use their own car before they turn 18, after they have some practice behind the wheel. They teach completely invaluable car control skills, and will make you a safer, more competent driver. Insurance companies often even give rate cuts for people who have gone through approved courses. it will be the best 300 dollars youve ever spent in your entire life.

Trust me, it could have probably saved 3 of my best friends lives.

On private property - as soon as the kid can reach the pedals.
In an emergency it is better if the kid nows how a vechicle works the when it is too late.
DO not drive on Public roads without a permit from your state.
Drive in empty lots only with an adult. Learn a standard shift and a Automatic, learn to back up and parrell park.
Also learn the engine parts and how to change a tire.
