A proposal to turn the Los Angeles River, which runs through LA, into a wildlife refuge. What are the chances of this happening and if it does happen, what will happen to freeways and streets that cross the river, buildings, power lines, and other infrastructure near the river, and the entire city of Los Angeles? Will existing development be torn down and LA turned into an ecological city? Maybe someone has heard of this proposal.

That's almost as scary as the proposal to divert "some" of the Columbia River to the Los Angeles River.
