Probably someone who lives in the north... or at least in an area that has four seasons. Here in south Texas, where summer heat lasts far into fall, we scoff at that notion. SUpposedly white is a summer and fall fashion. In south Texas, it's summery far into October. And leaves don't start falling from the trees until early December.

Not sure, but I agree with scruffy since I live in Texas.. It's a lame *** rule.. White is nice and clean feeling color!
