This is a sign of agression and probably means their tank is too crowded. When we offer good size tanks (at least 10 gallons of water per linear inch of turtle), most signs of aggression go away.
Of course, some turtles are just bullies and should be seperated, and some species are known for being rather aggressive. Since you don't tell us your species, yours might be one of them.
Just FYI- the courtship of most pond turtles involves the male stroking the female on the cheeks with his long foreclaws. I cannot think of any species that courts by the female taking the aggressive role.
