does GTA (or anyother game) for the ps2 have better framerates if played on a PS3???

Doubt it because the PS3 contains the same hardware as the PS2, so it wouldn't make a difference. Now, if the PS3 was a software emulator, then there's a chance that programmers would write it into the emu that would make the game run faster.
