Yes you can remove the burned mitt...and there are a couiple of ways to go about it.
First, these tops are tougher than you think. They are designed to withstand quite a bit of abuse, so don't be scared, just a little careful.
Harsh abrasives are out, so no comet, ajax, etc.
First thing that often works is to spray a little low odor oven cleaner on the mess, and let it sit for a little while, 5 min. or so to start, and see if it loosens it at all.
Depending on what the mitt was made of, that may or may not work., but worth trying.
Another way IS to try scraping, but first try with a hard plastic spatula, then try a soft spingy putty knife.Keep the blade held with the handle low, so you're scraping against the mitt, not pushing down hard on the top. Others will say this is going to ruin your top, but a soft putty knife is much softer than a cast iron skillet bottom, and the top was designed to take that for many years, so just go a little at a time.
If this doesn't clear it all off, write me here and I'll be glad to give you one or two more aggresive ways, but I have delt with this problem before, folks melting objects on these tops is common, so don't feel bad.

Do NOT use anything shape on that surface!!! First, soak it with water and after soaking it for a while pull off what you can. Soak it again and again and pull off the excess each time. Event usually most of it will release from the surface. Next call a dealer and ask if you can buy the stove top cleaner that comes with these type stoves. When you have it put it on the surface and let it stand. follow the directions and you should be fine. Good luck!

Wet it down good with water and soft scrub or whatever non-abrasive cleaner you have been using. Let it soak overnight and add some more water in the morning and wipe it down. Scraping is a BIG NO NO on flat-surface tops.

Soak heavley with water apply something like Spam and salt leave like fie minutes then it should come off. Use something like a Scottsscruber. Nothing really abrasive.
