This goes on in all societies. The poor end of all of them deal with it more-- not just blacks in this country. There is incest going on in all societies not just one race in one country.
Mothers ignore this or turn a blind eye because they are afraid of being alone. or the financial end maybe a positive influence in keeping the blind eye.
