Governments have a role to play and citizens to co-operate with the Governments to achieve the results.

1)Provide basic education to all children and uneducated old men and women.
2) Give training in arts and crafts to all citizens as necessary
With the above every one is equipped to earn their livelihood and that will wipe out the poverty in India.
Also , Governments must study the developments achieved by different developed countries like Japan,Korea, China and other countries and adopt the formula/implement them meticulously in India .
We can eradicate poverty in India within 10 years from now.

Some would say education, but Indians are amongst the most highly educated and intelligent people on earth, so that can't be it.

What's their taxation system like... dare I say, maybe the govt isn't taking enough from the rich to help the poor..
