yes. there are prototype cars that already do. They are run by a giant fan that propels them off the ground. The only problem to make them a production "car" is that the fan needs A LOT of power to push many hundreds of pounds off the ground. Not to mention that there isn't any legal place to use one.

Technically, it's possible right now for cars to hover (due to their structure).
