If you have a very strong marketing strategy and know what you're doing, the simplest and cheapest strategy would be to: find an existing station that is losing money: many FM and almost all AM stations are in financial trouble at present in the US. Negotiate for program time with the owners of the station--that is, arrange to rent the station for your programming. You'd sell your own advertising and pay the station operators to keep the station going for you.

This is how Radio Disney and others of that sort do it.
