He was the head of the group that were, for lack of a better term, the power brokers behind President Logan and his actions that eventually led to presumably his impeachment/resignation.
Hell of a twist that he's Jack's brother.

I remember him that episode was crazy as hell...it's been a long time since have seen the human side of Jack. This season may be as good as season one!
