The Meriam-Webster Dictionary's definition is:
Pronunciation: k&n-'s&l-t&nt
Function: noun
1 : one who consults another
2 : one who gives professional advice or services
But your definition is MUCH better. The only part missing to your definition is the portion that addresses consultants to large companies, they borrow your watch, spend time talking to your employees - thereby decreasing productivity, they then encourage you to fire those same employees due to their decreased productivity and then tell you the time and charge you for the privilege.

No, they'll tell you that your watch isn't quite right and tell you about someone who sells watches which keeps better timing so to ease your time keeping making it more efficient.

Lol. An honest consultant will teach you how to read it for yourself.

No genius, it's someone who knows more than you and gets to charge you money because of it.
You'll get my bill next week.
