By the time an intersexed person reaches 16, most likely they or their parents have chosen one gender or another. They often times have had operations to take on the physical traits of a male or female when they are young children. If not, then the intersexed/hermaphrodite person would know which gender they best identify with...and that's what they would put on their license.
