They've got some art exhibits and stuff that's interesting and sometimes they have free music. Navy Pier is free so you can walk through there and make fun of the tourists from Iowa (just kidding).
You could go to the Earwax cafe in Wicker Park (http://centerstage.net/restaurants/earwax.html) for a cup of coffee and maybe a little something to snack on. Go to Second City comedy club... for FREE. Every night, after the main show, they host a free afterhours improv session (http://www.secondcity.com/?id=theatres/chicago/mainstage/schedule). You can see the next generation of Saturday Night Live stars for free before they become famous.
You can go to the top of the John Hancock for free. Go to the south side of the building, take the elevator to the Signature Room and sit at the bar. Ok, they may want you to buy a drink, so buy a Coke or something cheap. You get the same view without paying the Skydeck price.

I know this is a question with a question but....does the museums still have a free day? I used to go to the Museum of Natural history on Wednesdays. When I was a teenager , the Science and Industry Museum was a great cheap hang out and ppl watching spot.

The Lincoln Park Zoo is totally free and great to see. Also, go down to Millenium Park for the ice skating ($7 to rent) and check out the "bean". Get dinner in Chinatown for some authentic, cheap and excellent chinese food.

one thing is take a walk down Michigan Ave, State Street, split a med pizza (deep dish), take a look at the Chicago Cultural Center, go to Graceland Cemetery and look at the sites of the people who helped shape Chicago, have some good ethnic foods, and etc....
Cultural Center is open to the Public and free
Graceland is open to the public and free.
