I plan on creating a peaceful world all living under one rule. It would be a long and arguous road. But if we all came together in the name of peace I think it would be possible.

One government. It won't be the big nations. Just a bunch of little ones. But unlike the United Nations and the League of Nations, it will not be designed to keep the central government as powerless as possible. The nations in this league will maintain no separate army, navy or air force. They will not have separate control over their own borders and they will collect no customs. Nor will they maintain a separate merchant marine. The Hegemony will have power over foreign policy, period, without rival.

My goal is to have a Constitution that would be as attractive to nations that are recognized as states as to peoples that are still stateless.

I'm intrigued:
Many flaws present themselves in your proposal.
1. Psychology: You must consider every individual view point of every person you appeal to. Some want peace, some do not. Many would think this had the great possibility of the latest tyranny.
2. Culture: Think about all the nations you propose to bring in. Would they cooperate? What about the long-standing grudges between some nations? Could you get past violations of custom and cultures, all in the name of peace?
3. Mechanics: This is almost physically impossible to do. You cannot by any means, bring all people under one rule. Any "ruler" would not have the physical nor emotional ability to keep up with everyone under this "mass ruling."
4. History: For as long as humans have existed, there has been the search for utopia. Man naturally wants to be perfect. Along with that, he wants his society, his enviroment to be perfect as well. Every king that has taken the throne, every government set up, has wanted to control every man in the region, to make him like his neighbor, regardless of rights and privacy. Any man born to be an individual will refuse this plan.
5. Corruption: Anything like this is going full-speed down the road to a dead end. It wouldn't matter if somehow you got the entirety of this plan started- someone along the line would be in the rulership for their own needs, wants, or greed. Brush up on your history. It happens over and over again. People want to please this guy, but they also wanna please this guy. It can't happen. Therefore, in order for separate countries to get their way, to have more power in the government, there would be bribes and assasinations abounding.
Overall: Judging from this question, I would say that you are considering the war in Iraq, or just war in general, and have thought of this "plan" for world peace. Well, that's fine. I respect that. You are thinking of what would be good for everyone, right? Well, consider this last of all:
There were 70 million Germans, and 600 thousand Jews. Hitler convinced the Germans that it would be in their best interest to exterminate the smaller number, giving them more land and freedom. While Hitler viewed this slaughter as essential to the purification of Germany, others viewed it rightfully as insanity and genocide.
Consider everyone, and rethink your plan. There's so much more to it.

This sound kind of like the spiritually evolved highly enlightened Government system described in the Conversations with God books by Neale Donald Walsch. I think that concept is perfect and awesome, and that is exactly the kind of world I would like to live in if I could!!!

However, I don't feel that our society as a whole, is evolved enough, just yet, to make such an enlightened system work. There are people...rich powerful people...who want a one world government!! But their idea of what a one world government should be like, is very, very different, like tyranny, and fascism, and very, very evil.!!!!!

Until our society as a whole is spiritually evolved enough to do it right, I am afraid that I have to oppose such a system!!!!

However, your question is an excellent one!!!

First and foremost, I am the person who supports that feeling of contentment and peace in my life, but I get a lot of help from my wife, friends, God, Jesus and other spiritual principles. From what I can tell, it's all about love, and the willingness to be more loving is something that comes from within us. Best wishes!

If your proposed peaceful nations have no military - won't they be easily taken over by neighboring countries that do have a military?

My suggestion to you is that you start reading History books. There is nothing that has not been tried before. Yours is not a new idea.
