I simply don't understand this question, at all. Am I supposed to know the mass of the quarters or dollar bills????

I don't think you're expected to know, but make a reasonable, 'approximate' guess.
What do you suppose a stack of 100 bills might weigh? 1 lb?
How about a stack of 20 quarters? 3 lbs?
Whatever you decide, do the math - how many stacks would it take to make $1M, then multiply by your weight guess.
