Both...and what's worse, he doesn't have a place to keep his wallet, so now he doesn't have his identity either...so when he's standing near the freeway on-ramp with his little cardboard sign that says "Homeless and Naked, please Help" and the cops come to ticket him for panhandling, he gets thrown in jail for being an unlicensed Testudine.

yes! ive tried to imagine a turtle without its shell and it looks naked! but i think its also homeless
