Because people who are blind like being as independent as possible..after having someone drive them to the bank they are able to do what they need to do at the ATM ...

My friend is blind and sits in the back seat to use the Braille for her banking responsibilities. The ACLU won a legal action and the banks were forced to comply to a judge's order. Congress also was helpful.

Don't know...but they also have these signs at drive-thru restaurants that offer braille menus. Go figure.
