To "Roe": Billy did not say Cleopatra was Chinese, s/he probably didn't remember the empress' NAME (which was Cixi BTW). Further, YOU gave no answer at all. Therefore, Cixi, Cleopatra, Imelda Marcos, Elizabeth Bathory and Catherine the Great of Russia could all be considered female dictators.

The best guess would be Boedecia, who, in Great Britain, was a ruling queen and warrior. There may be others, but very few records exist. Some of the ancient Egyptian 'kings' were actually female, although they wore male regalia

there was an ancient female Pharaoh (before Cleopatra) I suspect the priests knew it, but she passed for a male (the priests would have followed a royal family member, esp. if she was adored by the priests...
