It is supposed to contain evidence of improper and possibly crinimal conduct by the Clintons, but is said now suppressed by U.S. Senate. Why not let the citizens know all truth about it??

Could it be, that Ken Starr blew it, when he concentrated on the Presidents sex life, rather than the real crimes that were commited?

What I have heard (only rumor) is that there was evidence of fraud and bribery, not neccessarilly directly involving the Clintons, but that Governor Clinton Knew about it and did nothing. There was also a lot of intemidation of people that had knowledge of this. There were Politicians from all over the south involved, both Dems and Reps, which probably explains why it was sealed or sequestered.
