Take the spark plug out and pull the rope. It should pull easy. If it don't, it is probably locked up. But I bet it will pull real easy. Pull it about 10 or 12 times and then put the plug back in.

could be a couple of things...the starter rope might be tangled up in the spool and can't be pulled out, or the engine might be seized from overheating or lack of oil. these trimmers often have clutches and just because you can turn the string head doesn't mean that the engine is turning also. if the engine is locked up from lack of oil, it will probably be cheaper to toss the unit and go buy a new one. if these engines are run without oil the metal parts inside will get hot enough to weld themselves together and backyard remedies such as pouring tranny fluid in the spark plug hole will do nothing to help at all

Remove the spark plug. The pour about 5 tablespoons of regular automotive transmission fluid into that hole and let it set upright so as that fluid can penetrate the piston and free it up.

You can do the same thing to a lawn mower that will not start. Its an old trick that works. What that does is lube the cylinder and cause the rings and piston to free up; That trans fluid gets into every minute gap even around threads.

The only time I had this problem with a gas powered tool, the engine was frozen. It had been operated with raw gas rather than a gas/oil mixture. The disease was terminal. If you can rotate the blade, perhaps it is a different problem. I hope so.

Did you add oil to the gas? Sounds like it's froze up !
