Well, if you are talking about average height superhereos Batman's cape is longer then Superman's. However, Superman's cape is made up of special sub nano thread fibers, only way to repel bullets. So, if you were to stretch the threads of each costume out Superman's would be 5X longer in thread lenght then Batmans. If they were both made out of the same fabric the Batman's would contain more thread because of his hood and cape.
