It's not as simple as just oh they use a saw in the end and he puts jigsaw puzzle pieces on people's necks. It's more than that.
See, its a reference as well to the fact that Adam knew Dr. Gordon from taking pictures of him when he went out to have the affair with his secretary. Therefore, it could also be a reference to the fact that Adam was chosen to be in the room with Dr. Gordon because he SAW Dr. Gordon's Secret.
Of course it could also be that, in the end, Jigsaw himself SAW and heard everything from his position in the room.
I mean, true, the hacksaw's important in the movie, but if that was all that Saw meant overall, the depth of the plot and story and interaction between Adam and Dr. Gordon that make the movie above average would be being ignored.
Of course, that's just my opinion, but that was what I thought after I saw the movie the first time.
