Right-click any open space on your desktop background and choose properties. Click the apperance tab. Click the effects button. Uncheck the box that says use large icons. Click ok, ok. Everything should be fixed.

Point to your background and right-click, in the box click properties. a window pops up with several tabs at the top. click on the "effects" tab to un-check "use large icons"... or click on the "settings" tab to drag the "screen area" dial to the right.
mine get big when I'm in "safe mode" if i shut down with the power button. Also if i log on to windows without using my password it won't use my settings. I'm using windows 98 so things might be different on your computer. If you need any more help, tell us what kind of windows you're using. I bought an external hard drive cheap on Ebay. This is fun.

Among other possibilities, it could be be either your resolution or your DPI settings. To play with your DPI setting:
Right-Click > Properties > Settings > Advanced > General Tab > DPI Settings

Good luck.
