First you should exfoliate your skin to get rid of the dead skin cells.
I have the same problem and I have found that shea butter works the best on my skin. It makes my skin feel so soft. Don't get the shea butter lotion. Look for a shea butter cream. It may be expensive but it is well worth it.
I also use Affodable Mineral Makeup. Liquid foundation just seems to cake up on the dry areas and make them more noticeable. The mineral makeup works so much better. It works with the heat and natural oils in your skin to even out the problem areas.

Dry skin is common in the winter, def use a tiny bit of vaseline just blend it in to all the dry areas of the face before applying make-up it should work but it clogs pores so try not to wear the make-up for hours on end. Good luck I have really dry skin too and it flakes a lot so I know what you mean! Also aloe vera gel helps at night to add moisture.

I would suggest you go too an Dermatologist, and receive and Facial (Chemical peel), first, and they will tell you what too do. Now if that doesn't work if you don't have the money for that buy you some over-the counter- products such as Olay of olay, or if you can afford it go too a Make-up Specialist at your local mall, and purchase some Clinic Moisturizer, or any moisturizer to rejunivate your skin back too its essential natural beauty.

Try a tinted moisturizer, it works really well for dry skin and still gives you coverage. I love Stila Illuminating tinted mousturizer, though its a little on the expensive side it works wonders. Also good and less expensive is Cover Girl tinted moisturizer. You won't flake at all!
