No. Napoleon was of average height. He was 5 and a half English feet tall. However, like many military leaders, he surrounded himself with very imposing bodyguards. Napoleon's personal bodyguards were all over 6 feet tall, which was unusual for the time. When people saw Napoleon, he appeared shorter because he was around taller people. This helped him force people to underestimate him. The so-called Napoleon complex is a misnomer as no such delusion can be proven in regards to Napoleon.

Actually, he was slightly above average height for the time.

"After the famous general and emperor died in 1821, his body was autopsied in France, and his height was noted as 5 foot 2 inches. This measurement was in French feet (pieds de roi) and was never correctly converted to standard English measure. In English feet, Napoleon stood 5 foot 6.5 inches tall. So the poor guy was shorted a full 4.5 inches in height.
In his day, 5'6.5" was a perfectly respectable, nothing-to-be-ashamed-of height for a man. In fact, Napoleon was actually slightly taller than the average Frenchman of 1800. "

Yes, he was short, by the standard of the well-nourished, educated men of his day. They wrote the books and the papers which noted at the time how short he was.
He may have been average in terms of the mass of the population, but their opinion didn't count.
When there were still MPs of working class origin, the average Tory MP was about 3 inches taller than the average Labour MP, and without the middle-class Labour MPs the disparity would have been still greater.

Yes. Napolean was that short. His need to overcompensate is why we use the term "Napolean Complex" to describe men who try to make up for their short stature by being obnoxious, loud, or in other ways, "in-your-face."
