Cost difference may not be as big a factor as comfort. There's nothing like the radiant heat from baseboard or radiators. Nice and gentle, there's a warm presence to the room.

Forced air is so abrupt and can seem suffocating at times.

Downside to water based is that you still need to run air vents if you want central air. If I had the money I'd do both - air vents for the A/C and plumbing for the heat.

A Boiler can do more of a spot area due to ease of zoning. Forced air must be zoned carefully to avoid abuse of the heat exchanger.
