Cable internet? DSL? Dial-up?
Go to www.pcworld.com and type "Computer Tweak" in the search bar. A whole page of stuff will pop up to help you. As I am not in front of your computer and you weren't more specific it's too hard to identify your problem. Here are a few suggestions:
1. Older computer with not enough hard drive space
2. Not enough RAM
3. Too many programs are active (Go to RUN, type msconfig, click startup, turn off all unnecessary items)
4. Conflicting programs
5. Spyware (Get Ad-Aware SE for free and run it)
6. Virus
7. Wireless internet problems? Signal strength? Interference?

When I come across "slow" computers, it is usually due to spyware and viruses. Follow these steps:
Download and install the firefox browser: http://www.mozilla.com/en-US/firefox/
DO NOT use Internet Explorer for these steps:
install spybot:http://www.spybot.info/en/index.html
and adaware: http://www.download.com/Ad-Aware-SE-Personal-Edition/3000-8022_4-10045910.html?part=dl-ad-aware&subj=dl&tag=top5
Update and run both of those. Also, download and run a virus scan. Here is a good free one: http://free.grisoft.com/doc/1
Go to Start->Windows Update and update all Microsoft software.

if you mean your internet access is slow, see if your firewall is enabled, and disable any programs that automatically connect to the internet, there are many programs such as antivirus programs, microsoft windows update etc connect automatically to internet. You can disable them internet access and see if it makes any difference, but you will have to manually run update.
Clean internet cache using a program like ccleaner. Try firefox browser.

What kind of connection speed do you have? If you have a modem 56k it might be moving slow, but if you have cable modem 512, 3meg, or etc it should be moving fast. I would delete the internet history and download a program called Ad-Aware http://www.majorgeeks.com/Ad-Aware_SE_Personal_d506.html

If you are using Mozilla Firefox, threre is a bug that keeps taking memory from your computer, restarting your browser should help in almost all situations, if that does not speed it up... here is a few internet accelerators
