Since you didn't mention cost of living as a factor I would say California. The weather is the best here, especially in Southern California and San Diego. Rarely rains in SoCal and i you live close to the coast it's never too hot or cold. The worst storms we get would probably be considered an average storm anywhere else in the country. Earthquakes do occur rarely, but if you live in San Diego you will never have a major one, LA and SF are a different story though b/c they're closer to the San Andreas fault, but at least it's not hurricanes. The job market is pretty good, have some of the best paying jobs in the country. CA has an excellent public university system. As long as you live in a good neighborhood you will have great schools. CA leads the nation in protecting it's natural environment and has some of the most spectacular scenery in the country.

Weatherwise....California is the nicest state to live in. It's also good for jobs and wages are nice. However, houses are very expensive and there's lots of people....crowded urban areas for the most part. There are still secluded outdoor areas especially in Northern California. You can find many small towns that are not at all crowded in the Sierra foothills and the towns north of Sacramento.

Pennsylvania! No major weather catastrophies, great temperatures...warmer in the south and cooler in the mountains and to the west. Growing suburbs of philly with lots of corporate opportunity... and an amazing amount of great colleges...especially in southeastern pa...Beautiful Seasons...all four! Mountains, History Farmland galore, lots of absolutely amazing horse country(it reminds me of Wales some) Great hospitals wherever you turn...lots of very high income households....and high property values. ALSO, convenient to NYC and DC(in the eastern end of the state) and you can be hidden in beautiful seclusion of nature and rolling hills, while still be very conveniently close to city.

my personal opinion, texas and alaska, plenty of jobs, not too much rain or super storms, edjucation in texas is actrally pretty good, however the tempeture doesnt bother me but if your planning on moving the whole family, i would sugest some states near the great plains, closer to the south

California... great in all of the above.
Earthquakes can occur but dont worry most are small and buildings and stuctures have been designed to withstand earthquakes.
