To a certain extent it makes sense. Fear as it relates to the possability of loosing would not exist without hope. If you didn't 'hope' to win or to gain you would fear loss.
In relation to everyday fears it's a little more of stretch. How would it relate to a fear of heights? My guess would be that if you didn't have hope that you are safe you wouldn't fear a lack of safety.
It boils down to 'fear' being invoked by hope, but if you have no hope there is nothing to fear.
Makes perfect sense.
