Simple, in a true Communist system there is no private property ownership - everything is community property (i.e. property of the State) hence the term "communist". In a true Capitalist system nothing is really owned by the government, all property is owned by the individual people or groups of people (corporations). Remember the U.S. government (and it's property) is of the people, by the people, and for the people. Though on the surface that may seem like semantics, the fundamental difference is that in Communism there is no individuality - whereas in Capitalism individuality is the key.
