what does "every three tuesdays" mean?

for instance..... we can work out every three tuesdays.

On tuesday every three weeks.

I would suggest that it is every three =
Work out, miss a Tuesday, miss another Tuesday, work out the next Tuesday. Miss one, miss another and then work out.

OR In March 07 you would work out 6th and 27th, April 17th.

Hope this is correct.
