The President has this authority because a time of crisis is not a time for debate - it is a time for immediate action.

Only Congress can declare war. However, under the War Powers act the President can send troops into hostility. He must consult with Congress and the troops can only stay for 60 days, UNLESS Congress extends the stay.

Wow. People are stupid. The president can send more troops, but only congress has the power to declare war. Bush circumvented it by calling it a military action. The current war isn't really a war until congress says it is!

The President can send troops anywhere, anytime. Only Congress can actually declare war per the President's request.

Congress has the power to declare war, but that is obsolete. The last time we formally declared war was dec, 1941.
The President as Commander in Chief has the authority to deploy troops to any place he deems appropriate. Congress has the power to fund or not fund the military.

The President , as the others have stated can send troops anywhere, anytime.
However, Congress must vote on Appropriations ( money, budget, where the money goes). So they can vote to stop funding for a particular effort.

This is the bottom line why we vote for our leader....he has the FINAL decision sending our men/women to war.

This is why the "balance" of Congress is soooo important!! Why the President will support particular congressional candidates in strategic states!!
