Well it would'nt be a civil matter.Could be unpaid fine/s.Then again it could be some thing quite simple,a neighbour has complained about noise or a lience for a pet.Won't be anything drastic,otherwise you'd have a detective knocking at your door.

Nothing major, If they wanted you, they'd of staked you out, don't think they deal with general bills. Maybe a citation on your behalf , was created and you got served! Why what in your subconscious did you do?
