I live in Florida and had a fluorescent fixture on my carport. I had a lot of problems with the ballast, which, I guess controls its on and off. I was always having to fiddle with that light. I'm not sure if this helps you, but here we have rust and moisture. If your garage is "pretty airtight" I don't think it would be much of a problem. I don't think the temp would affect it that much either. You know, you might want to consider led track lighting. In some cases I like that lighting, but in others it bothers me. Good luck.

Yes. Flourescent lights work because the electrical charge introduced to the gas in the bulb heats it, and that is why it puts of light. If it is very cold, it will either take a long time to "warm up", or if cold enough, it will not come on at all.

Yes, the same thing happens to me. Sometimes though, for me, the light turns on and it takes about 10 minutes to warm up, and then it works fine.

Yes. fluorescent lights will not come on when it is below freezing.
