Nobody. That's the sad thing, and it's true for all communities. So you can get idiots being upheld as representative of a community, just like great people. Usually, it depends on how society on a whole is viewing the particular community- if well, they'll choose someone great, if not (they want to cast doubt on it), they'll pick the worst of the bunch. Sometimes we can elect spokespeople- heads of organizations who get lots of spotlight and can serve as representatives, but even then, the media tends to pick the 'it' person, whether they're good or bad, so long as they're hot (and what's hotter news than someone doing something bad?).

There are multiple answers to this question.
1) in the cases of abuse because of sexual orientation, the "bashers" decided who would be our "next representative" simply by bashing them and making them "news stories."
2) Sometimes our next representative comes from their "area of expertise." Such as HIV and AIDS groups representatives speaking out on the need for "free" or "anonymous" testing in the local news.
3) often during Gay Pride Week, its the owners of Clubs or local organizations that are approached to represent us by News and Magazines simply because they are at the Pinnacle of our "planning committees" those who make the plans for the week to come.
4) Sometimes its because they have an EXTENSIVE background in certain areas of Gay and Lesbian life, such as Larry Kramer or an Armistead Maupin.
This list could go on and on. But the point is, its a great question and well asked, and it all depends on what area and aspect of gay life your speaking of.

that i think is the best question i have ever seen here
i think we all do in some way or another
but i have no idea who to call if
i need to fight or bring up some thing in the community
may be i would do it for my self
but i hope who ever it is is winning any war we have

Unfortunately where I live it seems to be the biggest sluts are the ones who decide what's what.
