In any jurisdiction, there are laws and there are regulations under the law. Dealing with you licence is a regulation and varies from state to state and province to province. To search, as a rule, they need sufficient grounds - legitimate suspicion you may have drugs, for example.
Never forget, having a driving permit is a social PRIVILEGE, not a right. That gives police stronger rights than if they wanted to search your house, for example, which requires (except in unusual circumstances) a search warrant.

As an officer, he needs to be careful how he represents himself, on duty and stale, and all of us who's conscious something about heritage is conscious that a noose is representation of putting the blacks years in the past. He gained't have meant it that way even though it ought to certainly be offensive to three human beings and the position I worked, officials were taught to be careful about such issues as that, inspite of what they believed.

You are correct, not your friend.
They cannot revoke or suspend your license for refusing to allow a warrantless search. This being Texas they may just arrest you and search your car anyway (making up "probable cause")...:)

I'm sure they can do whatever they make up. I had a concealed weapons permit revoked so the New Officer could arrest me legally.

Different in some states ( sometimes you can be in custody) you may want to ask a State Representative or a lawyer.

Yep.
Remember, driving is a privilege - not a right.
If they want to search it, they're going to, you like it or not.
You are better off cooperating.

Dude if you think the cops can't do anything you are sadly mistaken and very very naive, whether it's the "law" or not!
