Keep in mind that you're living in a country where a person can be accused of a crime (terrorism) and then put in jail forever with no legal right to question your imprisonment (no habeus corpus). Since this requires no evidence whatsoever, just an accusation, then yes. ANYBODY can be thrown in prison forever.

On the other hand, I wouldn't worry about the government shutting down the Internet if I were you. Considering how many people have blogs, and how litigious some groups are at defending such rights, I think it's fair to say that it can't fly. Even if this kind of thing were enacted into law, there's no way it would go into effect. And even if it did no into effect, there's almost no way it could be enforced. And even if it were enforced, there'd be no way to stop people from getting around it.

Consider a similar issue - illegal music sharing. In surveys, most people fail to even consider this a crime, even though most people also know the music industry does sue people over it. And even though some cases have gone forward, it has done very little to stem the tide of activity.

So I say worry more about other ways the government is currently stepping on your rights instead of this potential one. Your efforts will probably be far better spent.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech

There is no way that this would not be abridging the freedom of speech.
